This was stated on the Ukrainian Channel 5 by the head of the Presidential Administration of Ukraine Valeriy Chaly.
“The decision making process will take a few months. First, there needs to be a decision of the UN Secretary-General, then experts would come here to prepare the mandate, and then the decision of the Security Council will be made. In principle, the process can be accelerated, I think, it could only take a month – a month and a half, if everyone will realize the complexity of the situation. The deployment of the mission will also take some time, “- Interfax quoted Chaly.
Also, the head of the Administration noted that the decision of the Security Council is also needed to send the EU police mission. “This is the mission for maintaining peace and security. This is not Peace Enforcement, but, in contrast to the OSCE, these are people with guns, “blue helmets”,”- he said, adding that the main objective of such mission is to record violations of the ceasefire.
Chaly also stressed out that Kiev does not abandon the Minsk agreements. “We just need to find a way and a tool to make sure they are implemented. We tried the OSCE, but it is not enough. The situation is escalating, and we need to move to another level,”- he added.
On February 18, Petro Poroshenko suggested to the Council of National Security and Defense Council (NSDC) to deploy to the east of the country a police mission of the United Nations and the European Union as a means of a peaceful settlement of the conflict in the Donbass region. Later, he said that peacekeepers will be located not only in the conflict zone, but also along the uncontrolled by Kiev part of the state border with Russia. At the same time, he ruled out the participation of the Russian contingent in the operation.
The self-proclaimed People’s Republic of Donetsk harshly criticized the idea of peacekeepers on the Russian-Ukrainian border. Russia’s permanent representative to the UN, Vitaly Churkin also negatively spoke about the idea to deploy peacekeepers to the Donbass region. He noted that this proposal by Poroshenko casts doubt on Ukraine’s intention to comply with the Minsk Agreements.
The European Union noted that in order to consider such an initiative they need to have a clear idea of the situation in the conflict zone. US State Department spokesman Jen Psaki said that Washington does not have an official request from the government of Ukraine. The UN has also reported of never receiving a request from Kiev.
