This was stated by plenipotentiary envoy to DNI Dennis Pushilin.
“It is necessary to suspend the exchange of prisoners before an official decision on the composition of all four working groups for the implementation of the Minsk agreements. The working group on humanitarian assistance could also work on the exchange of prisoners. As part of this working group’s activities we could resolve the accumulated differences,”- said Pushilin. He reminded that overall it is planned to create four working groups. “On the economic issues and recovery, on refugees and humanitarian assistance, on constitutional reform and elections, as well as on security issues. They should be created all at the same time,” – said Pushilin.
The most recent major exchange of prisoners took place on February 21, 2015. Then, in exchange for 140 Ukrainian soldiers 52 supporters of the people’s republics of Donbass were set free. Establishment of working groups was one of the articles of the Minsk agreements reached by the leaders’ of the “Normand Quartet” (Russia, Ukraine, France and Germany) in mid-February. In addition, it was also decided to exchange all prisoners and declare a ceasefire.
